IPSA Sends Letter to NCWM Regarding Seed Sales by Count
ASTA Reports NCWM's Determination
As previously reported, ASTA has been working with the National Conference on Weights and Measures (NCWM) to adopt the procedures and maximum acceptable variances established by the Association of Official Seed Analysts' (AOSA) "Rules for Testing Seeds." These standardized seed testing methods and procedures are the primary basis for assessing compliance with seed quantity labeling in the United States. The vast majority of states recognize AOSA Rules in their state seed laws and the Federal Seed Act incorporates AOSA testing methods. Adoption of these rules by the weights and measures community will promote uniformity and consistency in state laws. For ASTA members, it will enhance certainty and standardization in seed labeling.
In coordination and consultation with ASTA members and legal counsel, the Association submitted a petition to the NCWM. This petition has been presented and discussed at regional NCWM meetings. ASTA has been represented by legal counsel and AOSA representatives to answer questions and provide additional input and clarification. We are pleased to report that the proposal has been endorsed by a number of key agricultural groups, including the American Soybean Association, National Association of Corn Growers, and Iowa State Soybean Association. In addition, the American Association of Seed Control Officials and Iowa State University have advised NCWM of their support of the proposal.
The NCWM's Laws and Regulations Committee has determined that ASTA's proposal is fully developed and is ready for a final vote in July at the group's annual meeting. We remain committed to supporting the amendment and to participating in the meetings leading to final consideration.
ASTA believes that, if approved by NCWM, the amendment will be a significant aid to the seed industry and will ensure that growers who continue to purchase seed by count receive accurate and meaningful information. We will keep you posted as the process continues. IPSA Letter to NCWM
